Interventions on coasts and estuaries: beach nourishment, mangrove and seagrass restoration, dune and wetland works, artificial reefs, and foreshore protection with a stated environmental aim. A record enters this class when the intervention acts on the coastal zone itself.

One record. C4P-CST-0001, the Manila Baywalk dolomite beach: a 500 meter urban foreshore overlaid with crushed dolomite from September 2020, PHP 389 million (2019-2020 appropriations) phase 1 plus a PHP 265 million (2021) second phase. Graded T3 for transferability and E4 for evidence, with outcome status unmeasured. The operator stated aims of erosion mitigation, property shielding and ecological benefit; no measurement of any of these has been published. A July 2025 House resolution records the project's effects on marine habitats, sediment dynamics and water quality as unexamined.

The record documents costs, delivery arrangements and the documented absence of evaluation. It says nothing about whether the beach helped or harmed the bay, because nobody has published a measurement either way.

The class has no measured record yet. Candidate records under research include post-tsunami mangrove planting programs in Sri Lanka and Aceh, where documented failures are predominantly wrong-site and wrong-species, and nourishment schemes with published monitoring.
