A record documents one deployed environmental intervention: what it cost, what it achieved, what went wrong, and where else it could work. Every record carries a permanent reference (format C4P-XXX-0000), a location and operator, a timeline, costs with currency and price year, measured outcomes with their measurement method, a source list with at least one primary source, and two grades. Records are written from published sources; every figure traces to a numbered source on the record page.
Records cover deployments, not proposals. An intervention enters the registry after it has been built and operated, when its costs are published and its post-deployment history can be examined. Failures are documented with the same rigour as successes.
Transferability (T1 to T5) scores how portable the intervention is to another place, across six axes: capital intensity, governance dependency, environmental specificity, skills and maintenance, funding repeatability, and political durability. Evidence (E1 to E4) scores how good the measurement behind the claimed outcome is, from independent controlled measurement (E1) down to operator claim only (E4). The two grades are never blended: a record can be highly portable and poorly evidenced, or site-locked and superbly evidenced, and both facts matter separately. Each record carries one of seven statuses: operating, completed, degraded, failed_technical, failed_social, discontinued_political, or unmeasured. Status is a statement about the world, not about the record: it moves when the world moves, via re-verification, and every status change is dated and listed on the record page.

Every record shows a last-verified date and a review-due date, set 6 months after verification. When a record passes its review-due date by more than 120 days, the record page displays an overdue notice and its figures should be treated as historical until re-verified. Nothing on this site presents itself as more current than it is.
Records with a failed_ or discontinued_ status carry a mandatory failure analysis. Before such a record is promoted or distributed, the operator is offered right of reply, and any response received is published in full alongside the record. Each failed_ or discontinued_ record states its own right-of-reply status in its record block, including whether the failure analysis rests on evaluations the operator's own principals commissioned or published.
Errors are corrected publicly, dated, and never silently edited. The corrections log is at /corrections.
